It's a great idea but wireless networks are slow as shit compared to wired networks. It'll be a great temporary solution until more reliable, faster infrastructure can be installed.

So the backbone could be fast enough, then you'd just need to focus on connectivity to people on the ground. There isn't too huge a difference between that and non-stationary though - so either would work. Easier and more efficient than laying a fibre network to a remote place, I'd say.
Balloon satellites for internet in remote locations? THAT sounds like a plan; could come in handy for communications on offworld colonies (balloon satellites providing regional net, that is)
