I'd say SimCity since it wasn't the result of a last minute ditch effort to have something. This was the same studio, funded by the biggest publisher in the world on a game that they had been working on for years, and this was everything they intended and everyone saw it coming.

Higher expectations for SimCity and it was literally unplayable for the first week, but Colonial Marines gameplay-wise was far worse. Hard call.

Its surprising that apparently the extra Hotels don't appear to be product placement for actual hotel chains. Sorry to be that guy, but after the whole "we know we messed up, so have this free licensed addition!" thing from a while back I am guessing that attempts at fixing problems through product placement is expected.

EDIT: I have not played the game and am not trying to be an ass. Just giving an outsiders view on things.
