It's more of a gag. Obviously Mr. Kogan has done the research and determined that not many of the 3% of those using IE7 actually go through with their purchases. It is just free media attention for them. He's a very smart person, constantly getting into the Australian media. I think if someone paid that price and the "tax", they'd just refund the amount, otherwise they'd get into strife for levying a "tax".
What about IE6 users?

I think they should make the pop-up more user friendly and less condescending. I can image most people who use IE7 don't understand the Internet and will interpret it as an advert and move on somewhere else. Gotta make these things beyond simple to work.
This is stupid as hell if more websites follows this trend. You see as a tech supporter, at work not every website is supported by the newer browsers, so if people suddenly start to complain about messages that tells them to upgrade their browser the supporters will get into trouble, but they can't do anything because they didn't create the older websites who doesn't support the updated browsers. This is not just a simple line of code to change, this could cause huge problems.

MS is so far behind other browsers it's a wonder they spend the money to keep IE updated when the first thing people do after getting a new pc is install another browser and disable IE.

Instead of making it a popup, it should be a seperate page. Like MrEndangered said, most people who use IE7 would think it's a ad. Interrupting the purchase and having the tax thing take up the entire page would get the point across better. [sp]They would probably think they have a virus then though[/sp]
