He's not exactly "Techno" but Aphex Twin is king of smooth.
Xtal and Heliosphan have accompanied me on so many dark bus trips.
Also M38 is electronic based, and "Lower Your Eyelids and Die with The Sun Tonight" is amazing.
If you like your deep house/techno, you can't beat Maya Jane Coles. Everything she puts out is beautiful.
