The new Windows Blinds (7), seems to offer some really cool customization for Windows. It is no longer just about ugly themes anymore. Apparently it allows you to edit and customize windows aero directly.

Not to be a dick, but that's a double negative.
On topic, I think the closest you can get to Windows Blinds is by patching uxtheme and downloading different themes off of deviantart and such.

Speaking of which, since it saves me from having to make a thread in Tech Support, I could never get the patch to work and am forced to use Windowblinds. Does anyone know how to fix "The visual styles could not be loaded because the file failed to load"? Because I just keep getting that even after patching. (XP service pack 3 here)
Try patching the files manually.
I haven't bothered patching my uxtheme.dll yet because there aren't many themes worth using for Win7, if any at all.
I just pre-patched my uxtheme.dll file using vLite.
