Not actually sure about the C4 bit, but it's not really safe to break down ammunition into the base components and melt it down.

For those who are asking, they did auction some of this stuff off. There was a thread on /k/ about it. Someone bought a big trash can worth of .45 brass. I can't remember the website name, but they had the auctions posted. They where selling all sorts of surplus from vehicles to ammo and surplus office supplies. But it's all in person, and they don't deliver anything.

A lot of our economy is currently dependent on military contracts. Most of the stuff made for the military now just ends up in a warehouse never to get used until they run out of space. Tanks, airplanes, ammo, pretty much are made just to be made. A bunch of people working on stuff that will never get used just so the money gets put into the economy. Its a really shows how pointless and wasteful economy is.

That money went to companies, and those companies ended up paying salaries to people and the money kept flowing in that way. Like I said earlier, that money really wasn't spent because there was a big need for ammo. It was mostly spent to spend money. Although it would be really just be so much more efficient to have a basic income sort of system instead.

There's the threat of a copper shortage occurring at any time in the future now, and lead isn't exactly renewable either. Not to mention all the chemicals used in making the powder and explosives, some of which aren't cheap or easy to handle.

The money wasn't really wasted since it kind of gets circulated into the economy, but the time and resources behind it were definitely wasted.
