This is like my 3-4th thread on this thread in like a week about radeon graphics cards. No one is giving that great of advice. (worth another shot)
I'm going to be running on a 1680 x 1050 monitor LCD screen...
Should I get the twice as expensive card HD 5870
Or should I get the HD 4890 that is literally half the price of the 5870.

My vote goes to a Radeon HD 5850. You don't need a 5870 for that resolution.

You could probably stick with a 5770 at that resolution and save your money for later getting a second 5770 or something else.
A 4870 or 5770(depending if you MUST have the new gen card or not) are all you need or can really take advantage of at that resolution. And that's with high settings plus AA.
Someday you might be able to use the extra power for DX11 games. But it makes no sense to buy an expensive card now for games that aren't out yet.
Get the 5850. It's great price/performance ratio makes it worth it. Also it's in the middle of those cards you're suggesting, stronger than 4890, but weaker than 5870. I have an 5850 and I love it, though use the beta drivers if you run into any problems (10.4a, a lot of people have problems with 10.3 which is the current version, and I was one of them)
The framerates this bastard gave me over my two year old 9800gtx feels amazing.

Also OP, you might upgrade monitor sometime, LCDS tends to break quicker than those old CRT monitors, so you might get to be playing in 1920x1080 in a year or two.
Of course, if you want to save some cash the 4890 is a great card that will run most games at high settings, even in 1920x1080.
5850 seems a little too much for your resolution, except if you want to play some big games like Metro 2033, Crysis, etc...
4890 is as good as 5850(except the fact that 4890 doesn't support DirectX 11), so you won't regret your choice over these two graphics cards.
