Computer turns on and off over and over before booting.

So this morning I was going to be out all day and went to turn off my computer. When I did the LEDs dimmed and started to turn on and off, and the fans were slowly spinning and stopping in time with the lights. I figured it was no big deal and turned off the power strip. After doing that the lights and fans kept going, so I unplugged the whole thing. Weirdly they still kept going after that.
So I plugged everything back in and booted it up, which it did fine, and then turned it off properly with no strangeness. I didn't have any time to see what was wrong or if it would happen again so went out hoping for the best.
Later today when I came home I turned on the computer to find it wasn't starting properly. The LEDs and fans were turning on and off and the computer was trying to boot up. I unplugged everything and opened it up. I didn't see anything broken, burned out, or wrong inside. So I dusted it out thinking that had something to do with it. It didn't fix anything and my pc continued to do this weird shit.
So I decided to let it sit and boot to see what would happen. Each time the fans/LEDs would turn on it would last longer and longer. Like the fans would spin for a second before stopping, then 2 seconds, then 3 seconds, so-on. Eventually the computer booted up, and from what I can see everything is totally fine. No overheating, no weird sounds, nothing.
I'm afraid to turn it off again to see if it'll boot the same strange way.
Should I be concerned?

How old is the system, and how old is the windows installation?

Almost a year old and has been updated regularly.

Nope. Never attempted overclocking ever.
I haven't noticed. I didn't open the case while it was freaking out. Next time it happens I'll keep an eye out.
I was going to guess malfunctioning PSU, or mobo because of the weird power issues. But if the setup is only a year old, I don't know if it's going to be hardware related... maybe. Well see after you look at the lights on next boot
I take very good care of my computer, dust it monthly, watch the temperature, don't overclock, stuff like that.
The only bad thing I do is leave it on for long periods of time, up to a week, sometimes longer. And when I turn it off it's usually for a quick restart. So technically the thing is hot for 2 maybe 3 weeks on end, and eventually I'll let it cool down for day or two.
So I'm pretty sure that has caused damage to something, but what exactly isn't obvious.
Though it runs and functions totally fine, system intensive games run great and such.
I do remember a week or so ago I left the computer off and noticed the LEDs pulsating brightly the next day, but it started up fine then.

Went to restart and made a little video since it's hard to explain. Sorry for the shit phone camera and mumbling. Filmed this at 7:00am after and all nighter.
Well it was acting funny when it was powered off. When I turn it on everything is totally normal.
It's less that it's struggling to power the fan and more that it's powering it when it isn't supposed to.
Check your power cables. Reconnect them. It could be a bad contact? But yeah, the flickering of the led fans is weird.
But I might also add, it isn't weird for the fans to light up after you shut off the power, because desktops use up a lot of power, and store it in the capacitors, so it will power the leds for 5-10 seconds or so. Just the flickering is bizarre.
But really, the PSU seems like a culprit, but check your power cables to be sure.
Edit: if you have any way of getting your hands on another PSU to test with, you should try that afterwards.
2nd Edit: What brand and model of PSU do you have? Just wondering
Sorry for not following up for a while, but figured I should post an update on how I fixed the problem today. Don't wanna be THAT GUY who fixes his shit and never says how so a random guy on google 4 years from now who has the same problem won't read this thread and get mad at that lack of a solution.
Yep was the power supply. Powersupply gave up the ghost. It would enter a never ending boot cycle thing, turning on and off with the occasional LED spasm.
Went out and bought a brand new power supply, swapped it out and shit works great now.
