• What are these?

I took these out of a 24inch monitor I got for free, and someone told me these were the problem. And I do not know what they are, so I do not know what to replace. Capacitors. At least the large, cylindrical one is. Look for model #'s. It may be a user-replaceable part.
They all have the cylinder in the middle. I thought they were but wasn't finding much about them.

I'm not completely sure, though I think they're generally reliable enough not to need replacing, usually it's the capacitors or the backlight that's dead in monitors.

So I replaced all of the capacitors and these are the last thing that are left.
My mistake. I don't think I've ever seen a transformer before.

Try using a flashlight to see if you can see anything on the screen, you may need to try different angles and look closely, but if you can make something out then you're backlight is probably dead.

But nothing shows up on the screen.

I fix them when I get them for free, usually it's just caps, but after reading more about this monitor, people say they need to be replaced.
Test them? Google how to test transformers.
