Personally I don't think it does really matter what specific legal staple does the case where a 14 y/o kills his own pregnant mother, it's beyond fucking crazy and it's going to be judged on far more exclusive basis anyway.
If he were one year younger he would have never been charged

Depends where you are really due to the mostly unregulated juvenile court systems in the US. Where I am a child under the age of 14 cannot commit a crime.

You might be thinking of mens rea, which I believe where I am is at age 10.
