That does sound rather serious if the whole internet was crashing, I wonder what day it was so we can all check if our connections went down and not just timing out.

Proper 4G rollouts haven't started anywhere, operators are selling 3G tech as 4G at the moment though (4G should offer 1Gbps, our operators are claiming 40Mbps)
Edit: It's not a matter of taking too long, it hasn't even started yet.
Most of Scotland doesn't even have decent broadband, meanwhile England is getting fibre optics and 4G. Fuck you, England.

Because ignorant people who have no idea what they're talking about always assume that when their email doesn't appear in their inbox instantly after it is sent that it's because their own internet connection, or the internet as a whole, is slow. Of course these people have no idea how little time it takes to move text across a network, and therefore fail to realize that it has nothing to do with their personal internet connection, but rather that the routing of the message through various servers in order to get it to their own mail server takes time. It's less of a problem with connection speed and more of an issue with the infrastructure as a whole. I believe the iconic "Series of tubes" statement by Ted Stevens was prompted at least in part by a similar misunderstanding, but he actually made the mistake of calling his email "An internet".
