Other than the 75C on one of the sensors, temps seem to be fine.
As others have said, try updating drivers.

Usually if you look up on google : Driver updates. then you will get enough results.

but then again i use DVD's for it mostly only done it 3 times so...
try using system restore to before you last had any driver updates.
uninstalling then reinstalling drivers may help too.
check for duplicate drivers.

you need drivers inorder to use the hardware
Did you make sure you don't have everything on max with full AA and AF? I could see those settings getting 5fps on your rig.

AF has essentially no performance penalty on modern hardware, and AA wouldn't bring it down nearly that low.
AF and AA he should still get well over 70fps on his rig in CSS... Maybe the PSU is going bad? If not, is it too late for an RMA on the 9800gt?
By the way, I know it should get over 70fps because I had a nearly identical rig with a 7750 2.7ghz and a 9800gt for a while and it got over 70fps with 2gb of ram, he has 4.

shit like this happened to me once. I fixed it by deleting all the nvidia drivers, and installed an older driver after.
Sometimes it's best to roll back your drivers.
I remember playing with someone in TF2 about a month ago, and for some reason, a lot of his programs were not listed under 3d settings. He uninstalled his driver, ran a program (blanking on the name) that completely cleaned out his nvidia drivers, then reinstalled them. He was getting 10fps on lowest settings in TF2.

3 things, check if seated correctly, roll back drivers by uninstalling all Nvidia drivers for your GFX and use driversweeper as well, or RMA the card.
