Wacom Tablet (again) limited to top left of screen in flash/photoshop/probably other stuff

I'm not sure why this is. I've gone in to my settings and the portion of screen is all of my screen. It only seems to happen in flash and photoshop (the only two programs I really use it for) and I tried reinstalling the tablet which did work but now it's happened again. What do?

Is the tablet software/driver up to date? It could be that the driver on the cd has a bug which causes this to happen
