For some reason in my server.cfg this is CSS btw, i put in "sv_alltalk 1" And to make it work i still have to enable it in console. =/ Any soluitions?

I assume you've changed the map and/or restarted your server after making this edit? If you've simply added it to the config file and tabbed back in, nothing will happen. Additionally, make sure your config file is saved as server.[b]cfg[/b] and not server.[b]cfg.txt[/b].
of course i restart the server and yes it ending in cfg not txt. I buy my servers so i run it through the TCAdmin. Id like to add i have Mani Admin and Source mod, is there a config in there that i also need to add it to?

I haven't kept up with the Mani updates, but I know his config files are quite lengthy. Try adding it to the Mani default config, or see if it already exists.
Mani might be overriding it.
