Don't see an issue with this tbh, sounds perfectly reasonable.
I live in Vermont, its worthy to note that Scott isn't opposed to legalization, but is merely trying to implement more structure around it, particularly involving the youth and DUI.
It will probably be passed soon, but this might delay it a year.
Also everyone pretty much smokes here worry-free so it's not like it will change much at all
