Is it possible to transfer HD space from one HD to another?

I've got a partition on my hard drive and I was wondering If I could add more space to the partition and if so, how?
pretty sure a program like partition magic could possibly allow you to do this, not sure though. As for taking space from one HD and giving it to another HD, thats impossible to my knowledge.
I realized that I didn't say the correct words in the title.
You can do it with an external program, or with windows's HD magic thingy. That's how I made my linux partition.

Also: I came into the thread thinking you wanted to add more HDD space to another HDD.
well, I kinda screwed myself over when I downloaded the windows 7 rc without partitioning. I partitioned for vista and now windows 7 rc is going to cancel itself. I need to make my vista partition larger so I can transfer my needed files then I was going to delete the windows 7 drive. I really don't even know if this is a good idea or not.
The safest way to do this is:
1. Get a bootable OS (any flavor of linux) and put it on a flashdrive/DVD
2. Defragment all the partitions you want to fuck with
3. Boot into Linux and use gparted to resize the partitions as needed
That's what I did a while ago to resize my XP partition to make room for another OS. I didn't run into any problems.
