The x700 is better.
The HD4650 is better.
Seriously, I'm sorry, but that card is a piece of junk meant for HTPC's.
Do other games run okay on it?

It'll still run Killing Floor.
It can [run] it. But at the settings he has? The 9400Gt was NOT meant for gaming. the 9500GT is NOT meant for gaming. The 9600GT is meant for LIGHT (source) gaming, the 9800GTX was meant for gaming.

As for advice, I'd recommend an HD5670 as your gaming card. It requires no extra power, and it'll play decently at your resolution, though if you would lower it to 1680x1050, that would help a lot.
