Don't get me wrong, any kind of biochem warfare is unacceptable as fuck, but at least it's not something way, way worse like anthrax, mustard gas, Sarin, etc. Chlorine dissipates fairly quickly in the atmosphere in open areas, does not cause lasting harm to exposed skin, and is fairly easy to get away from if you find yourself in a cloud. Again. I'm not belittling this. I'm just saying thank god they didn't get their hands on something worse.

Political reasons aside, we shouldn't use chemical weapons because they are generally difficult to clean, have a high possibility of collateral damage, and are generally designed to maim rather than kill. Given the nature of the conflict, I imagine we prefer lethality in our munitions.

Chlorine is easy to generate with common household materials, ones used everyday. If Dried and then compressed it can be stored in stainless steel containers. You could probibly mass produce it for under £1000.
