Well you clearly just believed thisispain's post - this is not deregulation at all, in fact the link he posted clearly states that deregulation was an option (with significant positive benefits) but they ruled it out. It's just clarifying and consolidating existing regulation as well as making it easier for other EU legislation to affect this sector.
