I need a new video card and probably a new power supply to feed it.
The budget here for both is $200 +/- a little.
I have a premade HP.
This is it:

I have a two monitor setup, the main one 1080p, the other 1280 x 1024.
I need it to have one DVI and and one D-Sub.
(I guess I could have a converter from HDMI to the DVI and another for the DVI to the d-sub.)

For that low of a budget, your best bet is probably something like a 5830 and ~450w power supply

You can up to a GTX 460/6850. I wouldn't recommend trying to overclock on 450w though.
I've got a 6950 running overclocked on my 425W, and it has been for the last ~2 months with no problems. But, yeah onlly do it if you feel comfortable with it.

I can't find a manual on google, or even a mention of its existence.
It's from an HP, but is there any chance of finding a manual?

I wouldn't think so, though if you go HP internal, you probably could.
