Title, around $400 USD at most, I want to play high end FPS, Bad Company 2, Portal 2, Crysis 2, you know.
I don't have the full specific specs yet but it should look like,
low end i7 2.8GHZ
6gb DDR3 ram
windows 7 pro
1tb HDD
I was thinking ATI 5870?
I don't really care if it's NVIDIA or ATI.
I want something with some horsepower, not necessarily something really new.
I'd recommend a Nvidia GTX 570. Or a ATI Radeon HD 6970.
I got a 570 and its pretty good
what's the PSU
Also, if you want HP you should buy a car and not a GPU.

HD video editing and recording, and gaming? Also, not a really really good i7, one of the lower end ones, i was thinking the i7 860
you should just get a 2600K when it releases again
also with 1156/1155 don't go for 6GB of RAM, go for either 4GB or 8GB

I have the i7 740 and can run anything on the highest settings with it no problems
Playing at 1600/1440p you can't go wrong with 69xx, better value over 570/580 (basing off a few single card benches). They also handle AA better, extra vram helps especially at higher res. 570 is good if you play at ~1080p/1200p.
