Can anyone at facepunch explain what the hell is this? I'm located in the capital of Brazil, Brasília and my dad called me telling me to look at the sun, it looks like that:

Just took the picture with my phone. I asked a few other friends and they all confirmed, the sun has a giant rainbow effect around it, like a camera effect except it's visible to the naked human eye. I'm sure it's nothing extremely weird, but does anyone else around the world see that?
Some crazy effect that is perfectly explainable (and that might have already been mentioned in the past few days) that I'm missing?
Update 1: Pretty much everyone sees it and I'm sure there are many pictures and maybe a few videos by now.
Update 2: Talked to someone from another city, he doesn't seem to be able to see the phenomena, I'll try to record my own video now
Well mystery solved as quickly as it came up, just an interesting refraction thing... Oh well, I'll put up the video for anyone who is curious to see what it looks like.

Here it is a quick cellphone camera video, very simply explained effect but still pretty interesting.
If the air is steamy inside (sauna, pool, shower ect) you can often see that around any light source.

Erm.. why is that? Also it's interesting because I've seen the halo effect many many times before, but never in such a huge scale that anyone in the city can see it
