Well we don't know how many were there on either side, so I guess it's hard to judge without the fact.
Ideally though, they'd shoot the executioner and the rest will stand down.

If they'd tried to hinder the officers then they're aiding the murder, if they were just staring then the officers were just too scared to try to do something.
If the police were armed, couldn't they fire a shot to get everyone's attention so that they'd get the fuck out of the way?

In the United States, Police are authorised to use lethal force if their life or the life of a civilian is in imminent danger. It would be legally justified to take out the whole crowd if they all actively participated in attempted murder of the woman or the officers.
By your logic, it's not okay for a SWAT team to kill a group of armed terrorists to save a hostage, because it would involve more death than it prevents, ignoring the fact that the terrorists are the ones threatening life in the first place. It's not about killing the terrorists because they deserve it, it's about neutralising the terrorists to preserve the hostages life.

If they're all about to commit a crime, yes (and I don't mean they should shoot all the onlookers but the ones who were helping to keep the women tied and trying to burn them). Or shoot at the air, that ought to scare some of them.
