Computer refuses to boot after Motherboard, CPU, RAM upgrade. One short beep, then reboots

When I press the power button the computer powers up, then down, then up again then continues. I get the usual "everything went well" one short beep, then after a short while the computer reboots, gives me the short beep and repeats until I shut it down.
The monitor doesn't even react.
I tried switching the RAM sticks from the white slots(manual suggests white) to the blueish slots, and it resulted in short continuous beeps.
I then tried switching to another GPU, Radeon 4870, same result except after the short beep the GPU fan went up to 100%.
I have so far tested:
- Clearing cmos by removing the battery and waiting for a minute as the manual suggested
- Tried and older GPU(4870)
- Changed memory slots
- Tested with one or two ram sticks
- Unplugging harddrives and DVD reader

CPU: Intel Core™ i7 Quad Processor i7-950 Quad Core, 3,06Ghz, Socket 1366, 8MB, 130W, Boxed w/fan
Mobo: Gigabyte GA-X58A-UD3R, X58, Socket-1366, DDR3, ATX, USB3.0, SATA 6Gb/s, 2xPCI-Ex(2.0)x16, Revision 2.
RAM: Corsair XMS3 DDR3 1333MHz 6GB CL9 Kit w/3x 2GB XMS3 modules, CL9-9-9-24, for Core i7
GPU: ATI Radeon 5870
PSU: Corsair 650w
GPU fan going up to 100% is a normal check that your computer does when it boots. The fact that it stayed there makes me want to say it's a motherboard problem.
However. In overclocking, if you push the CPU to far the computer reboots like your saying, which leads me to also believe it could be the CPU.
You don't happen to have another 1366 processor handy, do you?
Try unplugging everything except for CPU and one stick of RAM and see if you can get it to do anything.
Then gradually try adding in parts.
He have already tried going back to one stick of RAM and nothing else... No dice in doing that. And no, he doesn't have access to another 1366 processor...
