Okay for all of you who didn't read the article, there will only be 3 ENDINGS. Though there will be 36 world states, which all have something different. For e.g Maybe you chose to kill a boss during the first chapter, instead for sparing him. That's one of the factors in a world state.
If it's similar to Witcher 2, the 36 world states are indeed just your decisions throughout the game. Witcher 2 had 16.

3 different endings with a lot of smaller details in them depending on your choices, that's what I gather from the article.
