• Video Card or OS?

Okay, the title sounds pretty dumb but I require assistance. Video Card: ATI Radeon HD 4650 (512 MB/MO GDDR3; 320 stream processing units) Operating System: Windows 7 Recently my computer has been a real bitch. It would start up, then the screen would go black. This is the thing, with the Video Card aforementioned, the screen would go black; as if the monitor stopped working (the light would go from green to orange) When I'm using an older video card (Some really old one; it doesn't even have a fan) the monitor works fine, but its really shitty so I can't accomplish anything with it, A friend of mine suspects that it's Windows 7, which I installed a week ago. After my HDD using WinXP died. He suspects it's Wind7 because the manual that came with the video card had no instructions for Win7 but only for Win2000 and WinXP, etc. After I installed it the video card worked fine, but now (a week later) I am having this problem. Also, the video card has been in use for longer than 2 years. So would the problem be my Operating System or the Video Card? I'm highly doubting it's the operating system, but I just wanna be on the safe side before I spend more money on something that won't work. Help would be greatly appreciated, thanks. Granted, my computer is shitty but it's gotten through some tough things. Can my computer just not handle Win7 overall or what?
What model is the video card? I too very much doubt it's windows7's fault. As for fixing it, can you boot into safemode? If so try disabling aero from there.

-Instal drivers. Also Windows 7 on that CPU and 1 GB of ram isnt going to end well.
