Phenom II 965 x4 at 3.4GHz, 6950 HD, 8GB RAM and a HDD. On average I get 30-40 fps.

What the engine determines is good specs to run the game smoothly and what is not is entirely up to chaos theory sadly
i.e. my i5 2500k with a 560ti runs the game silky smooth at max-ish settings and always has
Meanwhile a user on an i7 with an AMD card will never run higher than 15 FPS
my BF runs on medium/low using a low-end $100 AMD phenom2 processor at usually good FPS, though occsaionally it dips lower
I think the only certain thing is that i3s/i5's generally always run the game great and AMD setups (icnluding video card) tend to run into performance issues more often
I have a 4670k @ 4 GHz and a 760 gtx, running at about 20 fps in the slightly bigger battles. It's definitely not smooth sailing for many Intel/Nvidia builds either.

Not big enough. If there are people with weaker computers than mine who can run this game at 60FPS, yet I can only run at a maximum of 20 then there's a problem. 30% increase won't solve that problem.
An improvement like that can almost be considered a placebo for people with performance issues.

Point I'm making is this is one of the patches they are releasing. It's not like they accidentally forgot they are rendering the game 4x more than it should. Their video blog of the process shows they are going through all the facets of the game and optimizing many different areas.
This is a good first start and they'll be improving it over time.

You can't just add a few lines of code and have the game run better. Watch the videos and you'll see examples of what they're doing, they have to go through the game line by line to find things to remove that will save them fractions of a frame per second at a time.

When did I say I was expecting an instant solution? Optimization for this game has been a long time coming and it's just a couple of weeks ago that they actually really started doing something about. If anything, at some points the game's performance got worse.

They've been optimizing the game the entire time, it's just a few weeks ago that they stopped every single employee from adding any features whatsoever to the game and put them on optimization instead.
I'm glad they're making real efforts to optimize the game, it needs it soooo badly.
I hope they fix the clock desync in Windows 8, I still can't play without forcing my CPU to a constant clock in the BIOS
A 30% increase can mean anything. For all we know, they might be getting double the framerates on a certain AMD CPU and only 5% more on low-end Intel CPUs. More probably than not, they're just going to make the game smoother instead of cutting features down to decrease system requirements.

It's p. much the same as a 5870, so, it's kind of medium spec, because there are other cards like 6990, 7970 and stuff out.

See how the 6950 is only 2% faster than a 5870? That doesn't make it high spec.
One thing I've found helps alot with FPS that I've done since beta was run the renderer at 88% "quality" in the settings
For me there is virtually no visual loss but a nice chunk of FPS gained
It also helps a lot to change PS2's priority to "real-time" in the task manager.
