My steam inlay does not work in any games, both valve and nonvalve.
I only have this,
-window -noborder -width 1680 -height 1050
In ob engine game's launch settings.
I am running windows 7 64.

no, -window just sets it to windowed mode

Not because of -window I just tested with gmod. Be sure GameOverlayUI.exe is running in task manager, if not then I suggest you contact steam.
