it becomes more clear when you read the article instead of only the OP:

apperently, there were young girls who were harassing a woman, one of them had an iron pipe.

at that moment, Boris Johnson, who is the mayor of London, rides past on his bike, scares the girls by calling them "oiks", picks up the iron pipe and goes after them.

after that, he goes back to the woman and walks here home.
