You may be thinking "wtf" but it's true. I've noticed my computer must somehow 'think' by itself.
About 2 1/2 months ago i moved to my mom's place, and ever since my computer has been down from the internet [i resort to using my phone and school computers to post here].
About a month and a half ago i noticed my computer would get a little laggy in GMod when playing offline, avery few seconds a little jerk in performance. I cleared this with a restart.
Two weeks on it got bad. REAL bad. Every ~3 seconds the screen will lag in GMod, and even in Hammer.
So i opened up the TaskManager and sat there for ten minuites watching the CPU usage spike up every few seconds to 100%, then calm down, and jump up again, and then switched to the processes view.
Every process was idling, even when the CPU usage was maxed out at 100%. I thoroughly assessed the whole processes pane, but no process ever went above 20%.

Other than completely re-formatting my comp, i have no idea on how to fix this, let alone what the hell this is in the first place.
Any reasonable explanations on what my computer is doing? It does this all the time now, somewhat less after a restart, but it creeps back up on running any application [even Winamp or Goldwave].
You are a computer illiterate.
Are you reading the CPU usage in taskmanager under the processes tab?

Solution 1.Run antivirus scans. Viruses can appear as hidden system processes and can take up CPU usage.
solution 2.Backup everything but windows, run a scan on that backup and then Re-install windows.
solution 3.If it is part of your hardware that going wrong, update your BIOS and switch out some parts to see which one is faulty.

if you believe thinking is processing nothing at all then i think you need to reevaluate your mental capacity
Your PC is showing first signs of cognitive thinking. The only logical thing to do is to destroy it before it develops and starts the robot revolution that will enslave all of humanity. I wouldn't like that to happen.
I'd rather be enslaved by Google which is already slowly taking place.

Sounds like you have a virus using up your CPU.
Try injecting steroids onto the RAM. That always dumbs down my computer.

Try to see if it does it when your internet is unplugged. If it stops you may have a virus, or have forgotten to turn off things like gomez peer/binoc aka folding@home
