According to David Eby, executive director of the B.C. Civil Liberties Association, the soccer league's rule is legal. Section 41 of the provincial Human Rights Code states that non-profit social organizations operating primarily to promote the interests of an identifiable group or class "must not be considered to be contravening this code because it is granting a preference to members of the identifiable group or class of persons." The USSA is a registered non-profit and fees are put toward running the league. But Eby said "there's clearly a discrimination happening here based on race," and suggested Section 41 be reviewed. "Is that the thing we want to promote in Canada?" he asked. According to United Summer Soccer League president Sim Sumra, the rule has been in place for 40 years because it's "funded through temples and made for Indo-Canadian communities." "The particular club that took the registration - they obviously either bypassed it, or skipped it, or just didn't realize it at that time - they're held accountable for that problem," he said. Sumra said the USSL is open to all ethnic backgrounds - it's only tournaments that enforce the rule. "[USSL] doesn't have funding from our temples whereas all our tournaments . . . whether it's free food, stuff like that - that's always been part of our temples' donations," he said. "The funding [from] the temples was for Indo-Canadians to succeed and develop as high as they can in that sport." The USSA governs the league. Sumra also said bringing in strong non-South Asian players changed the perspective of the tournament. "It became more of a winning [perspective] than it was of participation," he said. "[The tournaments] should not be as competitive - they're more for making sure that the kids stay away from the troubles out in the world, for instance gangs and drugs." Christiansen hopes they'll revise the rule so future players, regardless of ethnicity, can get on the field. While Sumra said the rule has already evolved over time - increasing from zero imports to four - they'll look at the rule again for next year, but they're concerned about overcrowding. "As a volunteer-driven organization we only have certain resources for funding and field capacity to even host more teams in the tournaments - it's a mass number of over 2,000 participants playing weekly in tournaments." I don't think this is a racial issue. It's more of a problem with clubs buying foreign talent. I think either the FIFA or UEFA was planning to add a rule where clubs were required to have a certain percentage of national players, to stop clubs from buying their way to the top. Ofcourse the big clubs didn't like it, and after a lot of threats, the FIFA/UEFA decided to drop the plan.

I don't think FIFA or EUFA care that much about the competitions of childrens football.

Guys, the law is there to prevent international trading of players. There is no case of racism. There is a limit of 4 "imported" players so there won't be rich people buying better players around the world to win. Yes, it is somewhat stupid and it may breach some laws but it had some practicality to it.
