Not sure about this.
On one side, I dont particularly like paying £40 for fibreoptics/phone (Which I never use), but then again, its fibreoptics.
On the other, they are spending a lot of money (I assume) expanding and improving the current infrastructure to give more people fibreoptics, and that money has to come from somewhere.

One of the things you must remember is that until recently BT was a public company. They built all the lines and such while they were part of the government. That has led to them having almost complete control of the copper telephone wiring in this country. Every ISP but Virgin has to pay them money just to exist.

Sorry to come raging in but a part of BT is still governmentally owned, the ISP its self is private.

Which part?
This is the reason why BT can keep broadband prices sky-high basically. They rent out phone lines to other companies forcing them to keep their prices in line.

Large sections of the lines and exchanges are still partly owned by the government, BT just maintains them. This isn't true for the whole network though, it's really only the stuff which was in place before they made it private.
