I read the article, but I think I'm not fully understanding what's being said. Are they saying that you have to watermark the videos or include a watermark label when streaming if you record or broadcast content in general that happens to be an EA title, or only if it's something that you're being sponsored for or being paid to advertise for? I'm not fully understanding what this means.

You can choose a watermark or a disclaimer. Also it's only for content creators who receive stuff from EA.

i'm putting the watermark on my videos to convince game publishers that i'm important enough to be receiving free shit from EA

They can't force you to do that, but enough people have been violating the FCC rules requiring you to say when, that EA is hoping to not be seen in a bad light due to it by doing this

I was mainly asking in regards to whether or not I'd still have to do it when I'm not being sponsored by EA or advertising for them, but bought the game with my own money and recording videos with the intention of uploading them to a service like YouTube. With the way the article was presented, I'm not sure if this would apply specifically to people that are either sponsored by or advertising for EA and receiving content from them for free, or if it generally applies to anyone and everyone recording and uploading footage of EA-based titles, including individuals who bought the game of their own free will just for the sake having fun and recording videos. Maybe I'm just not understanding the article, but the way it was presented is leading me into a bit of confusion.
