By itself yes, if other services are attached to not necessarily though.
Most multiplayer games have (implicit) DRM through their account system, if you didn't buy the game you can't play on servers that obey the central authority, which most do since that's the only thing making bans work.
(Because players would have to re-buy to circumvent a ban.)
Prominent examples of this would be GMod or Rust; Especially GMod since that actually does have pirate servers but they are pretty sidelined as far as I know.

Unless it decides to have one of it's random 'Could not connect to servers' tantrums. Or loses connection in the middle of a download, completely locking you out of that game because it isn't up to date. Or can't connect to the internet, because offline mode is still pretty poorly done.

I guess you're right, it's a good thing I can get their latest games and not be required to install i- oh. Even then, a program that an increasing amount of games require to download and launch not being able to run on a computer, even if the games do pretty much defeats the purpose of it.

I don't know much about DRM, but would including dlc protection in their new launcher count as DRM? Now it makes sure your DLC is tied to your account for you to enable it.

only ~5% of CKII copies were bought off of Gamersgate. It was not economically viable for them to run two versions of the game.

They are using Steam as a distrubition center. Just the same way they used to do this with their own service as GamersGate.
You can run the games without steam, you will lose the steamworks features though.

You can't run Steamworks games outside of Steam. That is the point of Steamworks.

actually, the UI itself shouldn't be slow at all, unless you're talking the store browser, you must have seriously messed something up, because I have no idea how "Clunky" and "slow" describes it. (I'm talking about the offline portion of the UI, of course)

Do you own CKII or EUIV?
With Steam not launched, go to one of their install folders in the Steam Directory. Now double click its .exe.
It'll launch regardless of Steam being active or not. Even with the cloud saves and Achievements, that is how those two games work. How they did it is with "Iron Man Mode", only with that checked do you get to use the Cloud Save (mandatory) and achievements. Which is why you have to be online for it to work. Their older Grand Strategy games also work without Steam being on.
An no, it doesn't launch steam.
