Good thing I'm already three years into my degree. Should've gone to a SUNY school in the first place.

New Jersey attempted something sort of like this about 7 or so years ago, promising free tuition to the top 10% of each high school graduating class. It fell apart within 3 years due to budgeting and cuts.

I have also had internships there in the past. everything I heard and seen about it is awful. it used to be the nations top party school, until a few years ago when a fraternity party turned into a riot and they egged and vandalized half the school, which made the school ban parties altogether. then, a year later, they decided the "clubs" fee should be optional, which of course means no one paid for it, which in turn meant practically zero budget for clubs and the collapse of many extracurricular programs. Also the dean is being held on corruption charges or something, if I recall correctly. my friends who are there are trying to transfer out, it's horrible. but despite the quality of certain colleges, I do approve of lower cost college tuition
I am a SUNY Potsdam student and can confirm low quality professors and services.

My Calculus teacher was a similar situation, but far less compassionate. She failed me even though my average was far higher than an F.
So I'm a NY resident and my family makes under $50,000 a year however I am a veteran of the USMC. Would I qualify for this or do they expect me to use my G.I. Bill benefits?
