This article is wrong; nowhere has it been reported that the 3DS versions would be in "HD" - just that they would have stereoscopic 3D support. No screenshots of the games have shown up yet, so whether they use the original graphics or new graphics remains to be seen. "Added touch controls" is also false since...well, they've had touch controls since the DS versions. That's not adding anything. They sourced Siliconera, who didn't say anything about using the "HD" graphics.
Personally I'm excited with whichever graphics they go for just as long as it isn't a shitty port like the iOS version was. It'd be great to have the higher-res graphics without the issues. That is, if this even comes to the west.
Optimally this would be a full remake with the new 3D-modeled engine that Dual Destinies runs on, but given that it's coming out so soon I'm not betting on it.
I'd like to see this in the West. I've never played AA, but I've been interested in it.
I am still traumatized by the lack of Investigations 2 on the west. Did they ever gave any word about that game?

I saw that some people on the GameFAQs forums have been working on a fan translation for awhile now. I think they're done with 3 cases.
