It's specifically comparing the two in the story department. JC2 was full of awful voice acting and asinine plot elements, some of which were so stupid that you couldn't take them serious if you tried, at other times scenes were played so straight by characters that it felt out-of-touch with the rest of the world. JC2 only got really away with the campaign by hiding in the audacity that was its over-the-top gameplay, and giving the player more than enough space to avoid main missions.

For JC3, I presume, they want to keep that gameplay but actually make the story bits bearable, even if it's still a paper-thin vehicle for over-the-top action.

I guess if they mean they're alike in terms of action it makes sense. I still wouldn't compare my game to a horrible movie though.
