I have started my ebay hunting for my GPU. As I lost the auction on a 680, I thought about a 7970. They are pretty close in performance, but which overclocks better?
What is your price range you're looking for? And what exactly are you wanting to do with a new GPU?
I'm looking around 300. 350 at the VERY most, but would rather not. I'm going to be putting it on a custom loop in the summer, and want to tweak it to it's max.

Stock performance really doesn't matter to me. I'm more interested in the challenge of tweaking for maximum performance on a loop.
Overclocking is just a big lotto anyway, two same exact cards: one may not overclock more than 10mhz and the other may overclock 150mhz you just really don't know, but why not just get a 770? MSI and Gigabytes are $330 I believe.
You would probably have better luck overclocking with an MSI Lightning, but it costs a little more and I do not know what waterblocks if any are compatible.
770's overclock like shit compared to 670's and 680's afaik. Something to do with the GPU boost 1.0 being limited in a different way than GPU boost 2.0, allowing for higher overclocks.
How much of an overclock are you wanting?
As much as I can off a $300 card on 500mm of rad for the gpu and cpu. I know it's a lotto, which is why I'm stacking the deck as much as I can.
Temps aren't really what you need to worry about because I can only get a +51mhz clock and +100memory, any higher than that it crashes and my temps do not even reach above 55C in Unigine Heaven benchmark.
Hmm. I'm still not quite sure which one to get then... I'll probably stick with the 680. The pickings of 7970's in my budget is slim due to this litecoin bullshit.
Well just to give you an idea of the 770 I am clocked at 1293mhz on the core clock and im going to push the memory a little more. right now it's at +160 gonna try 200:) So with a base clock of 1046 it's not that bad.
I think I'm going to try and nab

Solid card/brand, and as long as it doesn't get above $300 before shipping, I'll be good. Just ordered my router, wifi card, RAM, and keyboard about an hour ago.

Gunna get hella FPS in Papers, Please.
You are aware that it is a 7970 not the 7970 ghz edition right? http://www.anandtech.com/bench/product/770?vs=768
Yes. Unfortunately the ghz edition is pretty much all out of my price range.
Ended up getting the 4gb 680 for 325. Wasn't trying for the 4gb version, but not a bad price.

The only difference between the two is the core clock (925 vs 1000) and the memory (1375 vs 1500). Most manufacturers sell the regular 7970 factory overclocked to the same as a GHz edition card so there's pretty much no difference other than price.
Just make sure to stay away from Gigabyte AMD cards, they're fucking awful.
The two 7970's I was looking at (both HIS) went too high anyway. Ended up sticking with nvidia

I know this I was just making sure he did. Also, Gigabyte AMD cards aren't awful.
IMO there's no point in paying more than $10 extra for factory OC'd cards. Yes, you know for sure they'll overclock that much, but for more than $10 I'll take my chances and just get one with a good cooler. (Like the difference between 7970 and GHZ)
