I wrote to my rep. he told me he's against intervening in Syria, I know a lot of people who think the same too.
Good, now so long as some offshoot of some offshoot of some offshoot of a subsidiary of the CIA doesn't compromise the security of those weapons, we should have this whole problem evaded.

I think the potential breakthrough he's speaking about is the fact that Russia is compromising.
It makes perfect sense Russia would back this option. They can't undermine their support for Syria with a UN joint attack at this point, and they don't want to look like they support gassing civilians. This is a perfect way out that they know will help them save face. It's got a snowball's chance in hell of happening even somewhat, but it'll make them look better then they do now.
He's completely correct in describing this as a breakthrough. Diplomacy isn't an option for the United States, why do people think that Syria would be open to any talks through western powers? We've continually filed sanctions and condemned the fighting and Al-Assad continued to bomb his people and lie about it. Military intervention is really the only way to force diplomacy, words mean nothing without action behind them. With Russia proposing diplomacy we may not have to get involved at all.
