So I have a DVD player that has a RCA cable (Red,Blue,Green). But the problem is that the tv only has hdmi ports left over from other things plugged into it. I was wondering if there were any RCA to hdmi converters.

Just make sure the one you buy actually has RCA inputs, as far as I know it's not reversible

Red Green and Blue ports are for YPbPr video (component) not RCA composite video, which is a yellow single connector. While they're both analog video connections that transmit the same NTSC, PAL or SECAM standards, the method is different and not compatible.
You'll need a component to HDMI converter like this:

Component video is superior to composite video because unlike composite where the video signals are multiplexed on the same wire, component keeps them separate. This causes a significant improvement in picture quality. Here's an extreme example of how different the picture quality can be:
