Surely this is rule of thumb for any firmware update on any device though?

Nonetheless, surely it'd make sense to have the firmware download fully before it starts doing anything to the existing firmware, so that if the download is interrupted there will be no issues.
Just let the damn thing update then you wouldn't have this problem.
You don't know how long this update can take though. An Hour Long is minimum probably in an ideal setting. My brother's WiiU needed around 5 hours to finish updating, and one of my family's friends WiiU took around 3 hours. Expecting someone to wait that long, especially if they're not tech-knowledgeable, is not realistic; especially if you have young children who just want to play their new system.

And then on the system to update itself I guess?
