Ive read that X and Y don't have a real day night cycle like in Platin or Soulsilver.

I got the game yesterday and I can confirm that is false. At 7-8 pm the shadows started to get longer and by 10 pm it was already dark.

What I want to know is whether there are potential city and gym leader differences dependent on the version.

Similar to how Opelucid City looked different depending on whether you were playing Black, or White, and the gym leader was also different. Additionally, depending on the version, you either had access to Black City, or White Forest.
