That's wrong.
Survival horror games are better, and more tense when you have a gun. When your choices are "Run and hide" there is 0 tension. When the choice is "Run, hide, fight with a very limited amount of ammo" then there is tension.
Weaponless survival games are running simulators and are boring because the threat is non existant because it's not going to engage me. I'm just going to run and hide, wait, and then run and hide again. That's not fun, nor tense.

I think the sixth game is far from the ideal Resident Evil game, but it's not terrible to the point of being unplayable. Is it a lackluster game as far as the horror genre? Definitely. But by no means does that means is the entirety of the game invalidated.
I went into Resident Evil 6 knowing it was going to be a terrible horror game, so I went in expecting an action experience and for that type of game, it's absolutely fantastic. I've always said, once you learn to take advantage of all the combat and mobility features, it's an absolute blast, especially in the Mercenaries modes. It's very unique, and I have a hard time finding games that offer a similar level of mobility and combat. I think if Resident Evil 6 didn't bear the "Resident Evil/Biohazard" name, and was an entirely new game or spinoff, it would have been much more well received.
