Soldiers often bring over their consoles or handhelds to play games in their spare time. There's no rules against it.

With such a low download speed, spending a year out there or more would really suck. You wouldn't be able to download new games, stream shows/movies, or browse most websites (at least without a very long delay). Everything would have to be just an offline game. But damn this is a genius idea on sneaking it there, just hope he doesn't get into too much trouble when an officer finds out.

I'm just gonna take my laptop out with me and download my ENITRE steam library before I go.
I took my "gaming" laptop to Iraq during 2 deployements. When we weren't doing shit I'd play S.T.A.L.K.E.R., Fallout 3, or Prototype.
Steam sometimes worked but our shitty Iraqi connection wasn't very reliable and incredibly slow.
EDIT: Also if you don't understand, the guy was a "fobbit/POG" meaning he wasn't in a combat role and would never leave the FOB. So of course it would be easier for him to get more stuff there. We did have guys who managed to bring Xboxes and monitors to our shithole JSS though.
My nephew brought his Xbox 360 to Afghanistan. Last year there was a special moment where we could play together for like 5 minutes.
It isn't continues action and stuff to do over there, sometimes its just 1-2 weeks long of absolutely nothing, then a 360 is a godsend.

My uncle brought his Nintendo DS and I gave him my copy of FireRed.
