I fail the to see the tactical advantage of taking a zombie hostage as a "human" shield.

Well, other than the fact that only a shot to the head will kill it but it'll more likely CHEW YOUR ARM OFF.
Gets in the way between you and the other zombies. Not to mention some survivors bullets.

Then you've succeeded at seeing why it's a bad idea other than to deflect bullets and/or trick people who can't tell a zombie from human, but one could assume if you're a resident in raccoon city at this point in the infection, and you're still alive, you know what a zombie is.
Well, since zombies don't attack other zombies (much debate as to why) its a method for keeping them from attacking you. And if you notice, his arm is tucked rather tightly under his chin, so it shouldn't be too hard to stop it from biting him.
