The lawmaker who authored the California Dream Act said Saturday that Gov. Jerry Brown has signed the bill allowing Illegal immigrants attending California universities to receive state financial aid.
Brown's office declined comment, and an announcement on the legislation has not yet been made.
But Assemblyman Gil Cedillo (D-Los Angeles) said he was notified Saturday morning by the governor's aides that Brown has approved the measure, which makes illegal immigrants who are accepted into state universities eligible, starting in 2013, for Cal-Grant assistance.
The governor’s action also allows those without citizenship papers to tap into institutional grants while attending the University of California and California State University systems, and to get fee waivers in the California community college system.
Cedillo praised Brown as an "incredible leader with the vision and courage'' for signing the bill despite its great controversy.
"After having invested 12 years in the high school education of these young men and women, who are here through no fault of their own, it's the smartest thing for us to do to permit these students to get scholarships and be treated like every other student,'' Cedillo said. "We need an educated workforce. This is good for California's economy and California's future.''
One legislative analysis predicted the bill will cost an additional $40 million to help students who qualify by graduating from a California high school after having attended school in the state for at least three years. They also must show financial need and meet academic standards.
The legislation was opposed by most of the Republican lawmakers who questioned an expansion of programs to benefit illegal immigrants while the state is cutting services to residents who are in the country properly.
Assemblyman Cameron Smyth (R-Santa Clarita) is among those who are not persuaded by assurances of minimal to no impact on legal students. He noted that there are as many as 40,000 illegal immigrants who might apply for financial aid from funds that are limited and that are not being increased by the legislation.
"Therefore, for every dollar awarded to an undocumented student from that pot of money, a dollar would have to be taken away from a citizen or a legal immigrant," Smyth said. "I believe that is wrong.”
Makes sense since they came into the country so young or unborn without the knowledge of citizenship because of their parents coming into the country illegally. But still pretty stupid.
I have different point of views on illegal immigration.
One side of me says let them come considering we're a nation built on immigrants.
Another side of me says this is the future and we should have these walls up.
This is just dancing around the real problem. We need a streamlined process for immigration, right now it take 5-10 years for an ordinary person to even get a Green Card.
Illegal Immigration is partially so rampant because it's extremely difficult to get an appropriate work visa or anything legally approved.
You can't tell somebody to "get in line" when the line takes 10 years to get a green card. A lot of people here have no idea what it takes to even get LOOKED at for citizenship.

I think we should just really put a lockdown on our borders starting now, and just give the illegals that are already here a damn SSN and let them be citizens. It's not fair, but they aren't going anywhere, so while they're here, might as well make them pay taxes
That would give a well needed boost to social security as well

Think Texas already has a dream act in place. Children of illegals might as well gave access to education. Not their fault they're here.

Okay, we're a nation of legal immigrants built on the former land of Native American tribes.

The only way we can "lock down" the border would be militaristically. The border is something like 2,500-3,000+ miles if you think we can make an effective wall along the whole thing you're wrong.
Or we can make it easier to become a citizen so at least they're legal.

You're a nation built on people immigrating from a place where they feel they are oppressed/whatever the other various reasons were.
None of this "legal" shit.

Were a nation of refugees seeking a better chance at life.
It has good intentions, but I disagree with this as this will prove to be an even greater incentive for people to illegally immigrate to this country.
Sticking up a wall is just a short-term solution.

i think living in mexico is all the incentive they need right now, this act isn't going to make anyone immigrate

I don't think High School Grad students from Mexico are going to jump over the fence.

Most of them won't, but eventually there will be some that realize there aren't a lot of job opportunities and they might.
Immigration again.
In my opinion, there's nothing but positives for immigrant amnesty here in the United States. They will pay taxes, and help shape our country for the future.

Sadly this is the truth. It took my family several years and thousands of dollars to legally WORK. Yet the ordinary American-born wouldn't know the difficult process so they would criticize immigration. I work and pay my taxes to the government, it's not like we sit on our asses all day and waste resources
I don't think High School Grad students from Mexico are going to jump over the fence.
I wasn't implying that. I think illegal immigrants will just feel like there is an added incentive for this, as most of them will inevitably have children here. There should be what seems like less of an incentive to illegally immigrate here.

My main problem with illegal immigrants is the fact that they're not a member of our nation, and thus, they should not be granted the benefits that our government gives to tax-paying citizens. They then take jobs away from the lower-class, leaving them without a viable source of income, while gaining the benefits of living in our country.
If they're legal immigrants, then as far as I'm concerned they're just as American as I am.
Why does it seem like we're doing everything backwards these days?
People freak out about "securing our border" with Mexico with walls and other bullshit methods. Walls don't work. If people are desperate enough they'll find a way into the states.
Doing it legally is almost impossible, but doing it illegally is a joke. :/
I hope the US government will agree to my suggestion to build a lava moat along the border.
I'm starting to think that when it comes to other nations and their ridiculously cluster-fuckish problems we should adopt a mentality of "every nation for itself".
I know it sounds terrible, and I'm usually all for globalization and lending a hand to our neighbors, but we can't bloody afford to right now. We're at risk for disaster ourselves, and it might be best for us just to isolate ourselves. America for America, before anyone else.
Jesus, listen to me, I sound like an isolationist.
If you are a white heterosexual male, don't bother coming to California for education.
There's so many scholarship programs directed towards minorities (and "minorities") that you won't get shit if you aren't ethnic or gay.
Education is an investment. The more educated the population the better for society. The more education you have the more money you make, the more taxes you pay(generally speaking).
So, if you accept that these people will be here anyways, then you start to see that helping educate the ones that make it to universities and college makes sense. It'll pay off in the long run.
If you feel they should not be here and therefore they don't 'exist' in terms of getting help, then I can see why helping them attend college doesn't make sense. It makes a lot more sense to send them into menial jobs where they make little money and contribute much less in taxes.

If you're going to blame immigration on jobs then you mind as well put the employer on the hot seat as well. They're out to make a profit whenever and many farmers would always turn to cheaper labor regardless of their background.

I agree, the employer is contributing to the problem.
Even where I live, people continues to complain about illegal immigration and aliens taking their rightful jobs.
Then I open the fucking classified section in my newspaper and there's two & a half page worth of jobs looking for employees.

Yeah but, that's like saying we should legalize dangerous drugs just so there won't be any fuss about them anymore. There's a reason why it's difficult, not everyone should be able to just walk in. It's not just the person, it's what they bring with them. Mostly crime.
