To start off I just got a 5870 and that's where the problem started. Now It could be either the drivers(first version of 5000 series drivers) or the card itself. So before I go on here are the pictures.
The dots happen in all media players, ALL of them.

And the lines happen on my desktop/ in programs. My superbar also flickers from time to time.

I re-installed the drivers and it's still happening, and when the drivers were uninstalled the problem didn't seem to happen. Now, is this problem caused by the card or the drivers? Should I RMA the card?

The lines also do not occur in 3d games.

Q9550 @ stock (2.83GHz)
4GB of ram
5870 1GB
Corsair 750w PSU
Well if the graphics are normal without the drivers then it is probably your drivers. The first wave of drivers are always a little buggy. Do you get the dots and lines in the BIOS screen? If you do then it is your card, if you don't it is probably your drivers and I guess we'll have to wait for the next set of drivers.
Yea it's looking like a card problem, I just played crysis and I got off yellow lines on the scenery. Not across the screen, it's hard to explain let me get a picture.

Alright, I'm going to try the new beta drivers. Let's see if that fixes it.

Ok it's definitely a driver problem, with the drivers uninstalled I get no lines/dots. Let's see if the beta drivers work.

The beta drivers fixed the lines across my screen, but my superbar/ firefox window fucks up every now and again. It also seems that some games don't work, I guess I'll jut have to wait for better drivers.

Great, the beta drivers didn't do a thing.
Since you're on Windows 7, try uninstall the drivers, then check for updates through Windows update and drivers should come up in there, and try them.
I used to get the dots, it is something in the background showing through. If you minimize everything other than the video then it should be fine.

I pulled the newest drivers off of AMD's site (for vista/windows 7) and I even tried the leaked beta drivers. No difference between the two.
