Odds are that the city council is a bunch of old folks who associate arcades/fighting games with attracting rabble and causing loitering/delinquency. Reminds me of back in the early days of arcade when they were strongly associated with "undesirables". Like, it doesn't matter how much of a dump that location is or how [low] the likelihood another business will want to move in, they'll just go blah blah we want retail. Yeah guys, I'm sure prospective developers are lined up around the block as we speak. Is likely that the permit will be withheld no matter what. Time to pick a new city!

i used to stop by super arcade when it was still open in my hometown, theres literally nothing wrong with the crowd other than the usual FGC shenanigans. i sincerely doubt bringing a crowd of young males who play fighting games could possibly make things worse walnut was a boring town with nothing else to do and azusa doesnt have much to lose anyways

Azusa isn't exactly a city that I'd associate with a massive arcade. Most of the people I know in Azusa are in gangs so I think its more of a case of Azusa not being the right demographic. I think it's because an 'arcade' will attract a younger crowd. A younger crowd tends to cause more trouble, and a younger crowd tends to spend less money. Azusa is a lower income city(I live next door in Glendora) and they don't need more complaints requiring police response. That arcade simply would not bring in enough revenue to the city to make it worth the trouble. In this case having nothing there is probably the best choice for them, since it costs them nothing.
