If you read the article, you'd see this is specifically about impersonation and misuse of the medium.
Britain is pretty harsh in this regard anyway, so I'm not really sure why they'd need a special case for the latter issue.

Then again this only appears to be a prosecution guideline, so it's about how to apply the existing laws.
