Once the driver returned to the car, the officers confiscated all the canines. Authorities opened an animal cruelty case against the 68-year-old woman, but she was not cited. Hawaii News Now has learned that she is actually the mother of a breeder. She took the dogs without permission. According to authorities, the breeder was unaware of a law that prohibits more than 10 dogs per household. The animals will be split up and her adult daughter will help care for some of them. Frustrating that people can get away with these things just by claiming ignorance "oh officer sorry I didn't know". And what's even worse is that there are these kinds of people who breed dogs just for the money, giving no regards to the dogs actual lives or well being.
Seems like the mother of the breeder was rescuing the dogs. An investigation should be done on that guy.
I guess the pertinent question is; Who let the dogs out?
I guess you could say that's a pretty large amount of dogs

And should you ever get caught, claiming to have been acting under ignorance, like that man in OP's post, is generally a surefire way of getting out of it without losing any animals or receiving any charges. Was a scandal like that in Denver a while back where an older couple had taken on something like 40-50 cats in their house, and got away with it. They turned it into something of a tourist area for other activists to visit.
